California authorities have shut down an unlicensed immigration consulting operation in Chula Vista after investigators found the business was charging clients for services it was not legally permitted to provide.

Luna de la Fuente initially charged $1,400 to complete and submit immigration forms, according to the State Bar of California. The agency said the operation took money from people seeking help with immigration paperwork despite lacking the credentials required to offer legal advice or represent clients in immigration matters.

The State Bar of California oversees licensed attorneys and investigates complaints involving the unauthorized practice of law. Immigration consultants in the state must meet specific requirements and are barred from giving legal advice, selecting forms for clients, or explaining immigration options. Violations can lead to civil penalties and criminal charges.

The seizure marks the latest enforcement action against unlicensed consultants who often target immigrant communities. Advocates say these operators can cause serious harm, including missed deadlines, rejected applications, and deportation risk, while leaving families without recourse once fees are paid.
