Benin Moves to Turn Its Cotton Into Clothing at Home

The fabrics made by Fatoumata Dosso carry the tag "Made in Benin." They are words that she proudly pondered one afternoon. Her fabrics represent an ambition much bigger than her own workshop. For decades, the West African nation has grown cotton by the ton, only to ship most of it abroad for spinning, weaving and sewing. The value added elsewhere rarely returned home. Now the country wants to change that equation by keeping more of the production chain within its borders.

The push matters because cotton supports millions of livelihoods across Benin, from smallholder farmers to transporters and ginners. Selling raw fiber leaves the nation exposed to volatile world prices and creates few skilled jobs. Turning lint into yarn, cloth and finished garments could capture far more value and put steady wages into the hands of young workers, especially women who dominate the sewing trade.

Challenges remain. Factories need reliable electricity, financing and trained staff. Regional competition is fierce, and imported secondhand clothing still undercuts local labels. Even so, entrepreneurs like Dosso see momentum building. Each locally stitched shirt or dress signals that Benin can do more than harvest a crop. It can shape an industry.
